One has to wonder why this hasn't gone to public first and get input from the various interest groups,

Why was done so quietly?

This kind of strategy is used when to pass a piece of legislation, with the minimum amount of opposition.

Is it possible that there is a correlation to the opening of the new convention center?

It's just kind of odd Sandwich boards have been around for as long as I can remember, and it hasn't been an issue until recently.
