This good interview in prison population saturation, however, I felt that you didn't get into the meat of the problem, first of all if one looks at the population distribution among the inmates you will find that the greater percentage those incarcerated are there on economically related offenses. We live in a wold that many people are excluded from work for reasons that are to numerous to mention.

When people are not given that basics of life, food, shelter, medical, education and so one then it becomes a matter of survival, at the point all the rules fall aside. As Dr. Ron McDonough told his class Criminology and deviancy, there are to ways to make money one is Legitimately the other is illegitimately, From his research he found that when people when given the opportunity to earn a meaningful living where they can meet their basic needs they would choose legitimacy over Illegitimacy.

As long as we endorse a system that is dependent on poverty for social control, then you will have high incidence financially related crimes therefore our jails will always be full, now matter how large they are. The people who go to Jail for the most part are those who can't pay for legal representation or their fines.

Provide the basic needs to people and the result will be lower inmate populations.

A summary conviction usually means there is no real victim to complain against you,therefore there should be no time given or court for that matter.
Summary cases are left up to the judge to decide with no chance of a jury hearing the charge and I for one would sooner be before a jury to present facts which usually would result dropped charges!

The Courts are mostly a Fraud upon the people!
